For the benefit of anyone else coming across this (as well as yourselves of course):

There is an update available for anyone to use at
http://www.teechart.net/files/vcl/public/TeeChartStandard7/v711/TeeChartStandard_CodeGear_Edition_7.11Delphi2007.exe

You need to install this (the installer will spot the old version and prompt you to agree to move the old files to a backup) then add the TeeChart\Delphi11\Lib folder to the library path.

Then, use the RBTeePackageBuilder.exe to do it’s magic, and viola! It works.
